Nadat de machtige senator Lyndon Baines Johnson (Woody Harrelson) in 1960 de democratische voorverkiezingen verliest van senator John F. Kennedy (Jeffrey Donovan), stemt hij er mee in om de running mate van zijn rivaal te worden. Zodra ze de presidentsverkiezingen winnen wordt Johnson vice president, maar ondanks zijn uitgebreide wetgevende kennis en zijn scherpe politieke instincten zet Kennedy’s team hem buitenspel. Op 22 november 1963 verandert dit echter rigoureus, wanneer Kennedy wordt vermoord en Johnson het presidentschap in handen geduwd krijgt, met zijn vrouw Lady Bird (Jennifer Jason Leigh) aan zijn zijde. Terwijl de natie rouwt kampt Johnson met tegenstander Bobby Kennedy (Michael Stahl-David) en voormalig mentor Richard Russell (Richard Jenkins), terwijl hij probeert JFK’s nalatenschap te eren door op te komen voor de historische Civil Rights Act van 1964. Woody Harrelson is the star of this film, which is a bit of a shame. It’s not because he's bad - he's great, but there are other actors here who definitely have the chops to play major league's and not just fairly boring sidekicks. This film had much more potential than just showing off Woody's skills and the mastery of makeup artists, even though it still sometimes looks artificial.

Considering the interesting and sensitive topic it deals with, it is a reprehensibly wasted potential for a good drama. The only good thing is Woody Harrelson’s one-man show, the rest of the cast is atrociously bland, including JFK. A tired biopic drama that offers nothing to make it interesting, or perhaps even rewarding. That is, unless you are terribly impressed by the boisterous and well-masked Woody in a charismatic role he can do.
