Alright, I get it now — Octavia is the reincarnation of Joseph Stalin, which explains her behavior. The plot wasn't as dreadful this time around, but then the creators decided to dive back into their usual mix of over-the-top speeches and heavy-handed melodrama, totally ruining it all over again.
