Rigsby (Leonard Rossiter) is a 365-day-a-year Scrooge who owns a decrepit house full of bedsits that he rents out to people who've fallen on hard times. RISING DAMP follows his antics as he tries to woo the object of his affections, Miss Ruth Jones (Frances de la Tour), while making his other tenants' lives miserable.
