De excentrieke Cheyenne (Sean Penn) was ooit een succesvol popster. Muziek maakt hij allang niet meer, maar hij kleedt zich nog dagelijks alsof hij zó het podium op moet. Zijn leven kabbelt voorbij, totdat zijn vader overlijdt. Hij vertrekt naar Amerika en zet zijn vaders zoektocht naar een oorlogsmisdadiger voort. Zijn reis voert hem dwars door het land.
